「バイナリのみの配布を禁ずる」という条件は書かれていないようですから
交渉の余地はありそうです。

「バイナリの場合はオリジナルのソースが入手できるようにすること」という
条件を付けるなどの方法で「Debian にのみ承認を与える」というのではなく、
 main に収録できるようなライセンスにしてもらうことをお願いしてみても
いいのでは ? 

こちらからサンプルのライセンスを提示して、検討してもらうということを
してみてもいいかもしれません。

ここでは "Redistribution of the patch for modification with the source 
archive is also granted." と "Binary distribution must have the written offer, 
valid for at least one year, to give any third party, for a charge no more

version of the software." を作者が認めてくれるかどうか、がポイントですね。
後者はもっと緩い条件でも DFSG 的には OK ですが。
