KDEのバイナリ配布について、GPL非互換のQtが「一緒に配布」されるから
GPLの例外規定の対象にならない、「一緒に配布」されないなら例外の対象
になる、といったrmsの解釈は見たことがありません。よろしければ情報元
を教えていただけませんか?

Qtがnon-freeだったころのDebianプロジェクトの見解では、Qtを標準で
採用するOSではKDEバイナリの配布が可能だとされていました。(ただし、
「this is a bone of contention」と注記されています)

Qtがfree(ただしGPL非互換)になった際には、GPLの例外規定について、rms
の見解として、下記のような内容が紹介されていました。(下記のURLは、
現在では無効です)

これによると、rmsの解釈としては、まずQt自体は「major component」だ
とは認めず、また、「major component」自体の一次配布元と、それらを集
めたGNU/Linuxシステムの配布元とを区別して、「major component」の一
次配布に含まれる程度のものについてのみ例外の対象と考えているように
見えます。

なおDebianプロジェクトでも「まだ問題がある」として、ライセンス変更
を待つことにしていたようです。
