「non-free な OS 上」という限定は見あたらず、non-freeなOSに付属する
ライブラリと、Debianシステムに「main」として付属するライブラリとで、
扱いが違うとは思えません。

「一緒に配布される場合」ではなく「実行形式にそのコンポーネント自身
が含まれている場合」というふうな意味ではないでしょうか。

いずれにせよ、「special exception」の適用範囲があいまいだとは思います。
