あえてリスクを冒して root に setuid しなくても他のツールを使用すれば
良いんだよ，という感じなら

 もし (たとえ) root に setuid するのを有効にしていなくても、
 sudo や ssh のリモートコマンド機能のようなツールを利用すれば (利用して)
 pdsh を使うことができます。

とかではいかがでしょう。
