Debian ポリシー (Section 3.8) で、BS キーと DEL キーの動作が
定められています。

3.8 キーボードの設定

一貫性のあるキーボードの設定 (つまり、すべてのアプリケーションが
キーボードイベントを同じように解釈すること) を実現するために、
Debian ディストリビューションのすべてのプログラムは以下のガイドライン
に従うように設定されなければならない。

ここに、キーとその解釈の一覧を示す。

`←'
    カーソルの左側の文字を消す。

`Delete'
    カーソルの右側の文字を消す。

`Control-H'
    emacs ではヘルプ。

ポリシー違反は Debian ではバグと考えられていますので、
解決法も分かったことですし、tk8.0-ja にバグ報告をしてみては
いかがでしょうか？
