こちらの方ですが、
前のことでだいぶ忘れかけですが、同じようなことがありました。
UPSTYPE はどうなっていますか？
間違っているかも知れませんが、私は、
UPSTYPE が apcsmart か smartups かだったかを、UPSTYPE dumb
に変更したら動作しています。
UPSTYPE dumb
で apcaccess できますでしょうか？
